Cyprien Musimar Ndele is a development specialist with over a decade of experience in public administration and the implementation of development programs, with growing expertise in the energy sector over the past five years.

He currently serves as Director General of the National Agency for Electrification and Energy Services in Rural and Peri Urban Areas (ANSER), following his appointment by Presidential Ordinance No. 23/172 of August 18, 2023. Prior to this role, he served as Deputy Director General of the same institution starting in July 2020.

Under his leadership, ANSER has experienced significant expansion in its operations, alongside strengthened institutional and financial capacity. The electrification project portfolio has grown from 22 to approximately 70 projects, including several fully completed initiatives. This progress has been accompanied by increased private sector engagement, with expanded participation in the management and extension of power plants financed by the public treasury.


In parallel, the Agency has mobilized approximately USD 50.26 million in financing on behalf of the Mwinda Fund from international development partners, including the World Bank, the Global Energy Alliance for People and Planet, and the United Nations Development Programme. These resources support the accelerated implementation of electrification projects and contribute to expanding access to energy in rural and peri-urban areas.


His expertise spans public sector management, organizational development, and project management, with a particular focus on the energy and development sectors. He is actively involved in the design and implementation of large-scale rural electrification strategies.


In this context, he has played a key role in the development of local electrification plans, notably through the implementation of the structured “145 Territories” approach, contributing to strengthened territorial planning and improved coordination of energy access interventions.


Mr. Ndele holds a degree in Business and Financial Sciences from the Higher Institute of Commerce (now the Kinshasa School of Commerce). He also earned a degree in Social Sciences, with a specialization in Labor Studies, from the Université Libre de Bruxelles. His academic background is further complemented by additional certifications, including a postgraduate diploma in Social and Labor Sciences, training in Economics and Management from the University of Liège, and a secondary school diploma in Accounting.


His international exposure, particularly within European academic institutions, has enabled him to develop a strong understanding of international standards in governance and management.
