Hervé Claude Ntumba Batukonke serves as the Director General of the Fonds de Promotion de l’Industrie (FPI), where he is the primary architect of the Democratic Republic of Congo’s strategic transition into a diversified industrial hub. A visionary leader in development finance, Mr. Ntumba recently orchestrated the 2026–2028 Triennial Action Plan, a comprehensive roadmap designed to modernize the FPI’s operational framework through digitalization, financial diversification, and the rigorous adoption of international governance standards. His leadership is defined by a commitment to institutional excellence and the alignment of public investment with global benchmarks to foster a resilient and competitive national economy.
Prior to his appointment at the FPI, Mr. Ntumba built a distinguished 22 years career within the World Bank Group and the International Finance Corporation (IFC). During this tenure, he played a pivotal role in structuring multi-billion-dollar financing for large-scale industrial and infrastructure projects across the African continent. This deep institutional experience has equipped him with a sophisticated understanding of public-private partnerships, enabling him to bridge the gap between international capital markets and local industrial potential effectively.
Mr. Ntumba holds an MBA in Finance and Corporate Governance from the Richfield Graduate School. His academic background, combined with decades of experience in high-level multilateral finance, underpins his ability to direct complex investment strategies and support the growth of small and medium-sized enterprises (SMEs). As a prominent voice in African industrial sovereignty, he remains dedicated to catalyzing innovation and ensuring that the FPI serves as a primary engine for inclusive economic growth and sustainable development.
