Serge Tshibangu
Professor Serge Tshibangu is the current Chairman of the US/UK Africa Business Council, a US- and DRC-based organization that helps American, British, and African businesses navigate the complexities of doing business in the DRC.
Through his Business Council, he has been serving as a trusted intermediary to strengthen commercial ties between the DRC, the US, the UK, and African countries.
Another part of his work is supporting the interests of DRC, US, UK, and African member companies by providing advocacy, leadership, research, business intelligence, and building key business relationships for companies doing business in the DRC and across African economic blocs where the DRC is affiliated, including EAC, SADC, ECCAS, and ICRGL.
He works with his Business Council to influence policies and strategic decisions of businesses, governments, and regional organizations.
Professor Tshibangu previously worked at the Office of the President of the DRC, where he held various roles, including Special Envoy and High Representative of the President. He was described as the “brain” behind the President’s foreign policy and represented the DRC at high-level international events, including the U.S. presidential inauguration in January 2025.
He has also played a role in regional peace processes in Africa, including the Luanda and Nairobi processes, which focus on political consultations with armed groups to encourage disarmament and demobilization. He has conducted research on illegal mining, mineral smuggling, and financial flows, particularly their links to conflict and terrorism.
Professor Tshibangu holds a PhD and a Master of Engineering from Wits University in South Africa. He also holds a specialization in International Trade Law from the World Trade Institute at the University of Bern in Switzerland, and a specialization in National Security Strategy from the National Defense University in the United States. He is also a graduate of the Special Session of the College of Advanced Studies in Strategy and Defense (CHESD) in the DRC.
