H.E. Christian Kitungwa Muteba was born on May 27, 1987, in Kolwezi, in the Lualaba Province of the Democratic Republic of Congo, and is of Tanganyikan heritage from the village of Kanyono in the Nyembo chieftaincy, Kongolo Territory.
Elected simultaneously as both National and Provincial Deputy for Kalemie — the capital of Tanganyika Province — in the December 2023 general elections, he was subsequently elected Governor of Tanganyika Province in April 2024, securing 17 of 25 possible votes, the largest margin ever recorded for a gubernatorial election in the province. He is the fourth governor of Tanganyika since its creation following the dissolution of the former Katanga.
Since taking office, Governor Kitungwa Muteba has pursued an ambitious agenda for Tanganyika's development. In August 2024, he secured the adoption of a five-year provincial development plan and formed his provincial government. His priorities center on strengthening security, attracting investment, and formalizing the province's significant mining sector — rich in lithium, cobalt, and gold — to generate sustainable public revenues. A vocal champion of Tanganyika's strategic geographic position, he has highlighted the province's proximity to Tanzania, Zambia, and Burundi as a gateway for regional trade, noting that Lake Tanganyika represents for the DRC what the Indian Ocean represents for East Africa.
Governor Kitungwa Muteba holds a Bachelor's degree in Internal Security from the School of Criminology at the University of Lubumbashi (UniLu) and a Master's degree in Governance, Peace and Conflict Resolution from the same institution, where he is currently completing a doctorate in Criminology and Internal Security. His professional career spans operations management in the private transport and logistics sector, supervisory roles in the African Development Bank–supported Disarmament, Demobilization and Reintegration (DDR) program, and service as Chief of Staff to the Provincial Minister of Mines of Haut-Katanga from 2020 to 2023. In 2023, he was appointed by presidential decree as Administrator of COBIL SA, a state-owned petroleum distribution company.
At the April 15 Roundtable, Governor Kitungwa Muteba will present Tanganyika's investment landscape, outlining the province's bankable opportunities in mining, infrastructure, and cross-border trade corridors. His participation reflects the DRC's commitment to engaging subnational leadership in mobilizing international co-investment and translating national industrial policy into concrete, regionally anchored development outcomes.
