Justin Kalumba Mwana Ngongo is a politician from the Democratic Republic of Congo and a lawyer by training. In August 2025, he was appointed Minister of Entrepreneurship and SME Development in the Suminwa II Government. In November of the same year, he was also appointed as interim Minister of Industry.

Career path

After his law studies, Justin Kalumba began his career as a lawyer in the firm of Bernard Claude Mbu-ne-Letang. He then joined the public administration where, from 2001, he assumed the role of legal advisor at the Ministry of Agriculture, Fisheries and Livestock.

In 2002, he held the same position at the Ministry of the Economy. The year 2003 marked an important stage in his career, as he successively became chief of staff to the Minister of Industry and then to the Minister of Finance.

Elected mandates and government responsibilities

Elected national deputy in 2006 in the Kasongo constituency (Maniema province), he continued his political commitment through several executive responsibilities:

  • 2011: Minister of Commerce

  • 2012: Re-elected national deputy (Kasongo)

  • April 2012: Minister of Transport and Communications

In 2011, he withdrew from the UNPA, leaving his position as secretary general as well as his affiliation with the party.

Back to the Government

In August 2025, Justin Kalumba Mwana Ngongo joined the Suminwa II Government as Minister of Entrepreneurship and SME Development, where he worked to strengthen the national entrepreneurial ecosystem, support SMEs and promote innovative economic development policies.
