Hon. Doudou Roussel Fwamba Likunde is the current Minister of Finance of the Democratic Republic of Congo (DRC). He has had an extensive career in public administration, with a focus on financial management, economic policies, and public sector reforms. Before his appointment as Minister of Finance, he served as the Deputy Director-General in charge of technical issues and reforms at the Directorate General of Taxes (DGRAD), one of the three financial bodies under the Ministry of Finance.
Born in the Basoko territory of the Tshopo Province, Doudou Roussel Fwamba Likunde holds a Master’s degree in Economics and Management and a Bachelor’s degree in Public Finance from the National School of Finance in DRC. He furthered his studies in Public Finance at the National School of Public Finance in France, where he graduated in 2015. He is also an accomplished author, having written La réforme des finances publiques et de l’administration en RDC: Enjeux d’un Etat moderne et performant, published in 2024.
His career in public service began in 2010, and he quickly advanced through the ranks, achieving the status of Attaché of Administration in 2012. His expertise spans economic and budgetary issues, including state financial programming and policy, budget reform, and public expenditure management. He also contributed significantly to the reform of the country’s public finances through various projects, such as Isys-Régie, interconnection of financial bodies, and the Logirad deployment under the Governance Financial Project.
An expert in the field, he has participated in several international trainings, including stints at the General Directorate of Public Finances and the French Treasury Agency.
A polyglot, he is fluent in the four national languages of DRC, as well as French and English. Known for his discipline, patriotism, and professionalism, Minister Doudou Roussel Fwamba Likunde is highly regarded for his unwavering commitment to the modernization and efficiency of the DRC’s financial administration.
