Arnold has broad experience in the development of policy and market frameworks. He played a significant role in the successful negotiation of various IPPs and PPP implementation agreements for the development of power-generating plants, including Ndola Energy and Itezhi-Tezhi, and further participated in the final review of the Electricity Bill (now the Electricity Act, 2019).
